The ENR Construction Cost Index shows up constantly in escalation clauses, budget justifications, and industry commentary, and it's one of the most cited — and most misunderstood — numbers in construction. It's a genuinely useful signal for tracking broad cost movement over time. It is not, and was never meant to be, a substitute for a real trade-by-trade estimate. Here's the difference, and how to actually use it correctly.

What the Index Actually Measures

The CCI is a weighted, fixed-basket index built from set quantities of construction materials and labor, priced at their actual current cost. Specifically, it uses 200 hours of common labor at the 20-city average wage and fringe rate, combined with fixed quantities of standard fabricated structural steel, bulk portland cement, and 2x4 lumber, all priced locally.
